The difference between a gale and what has become known as a "survival" storm is that the former, with winds of force 8, or perhaps 9, the skipper and crew retain control and can take the measures which they think best, whereas in a survival gale of force 10 or over, perhaps gusting to hurricane strength, wind and sea become the masters.
